The Internet service guide is to provide guidance in the procurement process for agencies and to assist vendors in doing business with the State of Louisiana; to describe the basic procedures and requirements; and to promote efficient use of both the public procurer and vendor's time.
The Offices of State Purchasing & Travel and Contractual Review are now referred to as the Office of State Procurement (OSP). OSP is comprised of three internal sections: Central Purchasing; Professional Contracts; and State Travel / Purchase Cards. Each section is responsible for providing timely and efficient procurement of goods and services.
OSP is the State’s central agency responsible for standardizing, facilitating and supervising the procurement of all goods, services, major repairs and travel required by state agencies. With the merger, OSP is also responsible for the review and approval of RFPs and contracts for Professional Services (professional, personal, consulting and social services). We provide support to all State agencies and departments regarding every aspect of procurements, from solicitation documents (RFP/RFI/IFB/RFO) to contracts administration.
As the State’s central purchasing agency, OSP is also responsible for
facilitating state-wide cooperative purchasing opportunities and extending those opportunities to local government units and quasi-political agencies.
