Louisianas Electronic Catalog (LA eCat) LA eCat is now available statewide to AGPS Agencies. On-line ordering of contract items is available via the Internet capabilities of Louisiana eCAT. Agencies have the ability to search and compare contract items for value comparison, shop across multiple contracts and simply enter the quantity by the desired item. When shopping is complete, "checkout" results in orders being created to appropriate vendors. Orders created by AGPS Agencies will be placed in AGPS for required approvals and encumbrances. Once approved, orders will be sent electronically to participating vendors with an email notification of an awaiting order. LA eCat allows contract search from the log in screen without going through the enrollment process. |

OSP Help Desk - (225) 219-HOW2 (219-4692) State Purchasing has a telephone line dedicated to answering procurement questions. This help desk is a central contact point for all agencies and vendors who have procurement questions. It is also a help line for non-AGPS agencies and vendors who have questions about the eCat electronic shopping and ordering tool (AGPS agencies will call the OIS Help Desk at (225) 342-2677 for eCat questions). OSP's Help Desk will be available from 7:30 AM to 4:30 PM weekdays, excluding holidays. Voice mail system is available when the line is busy or when the help desk is not staffed. Calls will be returned promptly. State Purchasing's help desk can also be a accessed by email to: DOA-OSP-Help-Desk@LA.Gov LaPAC - Online Solicitations & Award Information Online solicitations and award information are available through the Louisiana Procurement and Contract Network (LaPAC). LaPAC provides a single point where vendors can view and print bid solicitations issued by participating state agencies and political subdivisions.
Equipment
Financing Program - LEAF The Office of State Purchasing has established the Louisiana Equipment Acquisition Fund (LEAF) program. This is a self administered internal finance program. The equipment which may be financed through the LEAF program includes those items which historically have been rented or leased and those equipment items historically placed in the bond portion of the Capital Outlay Bill. The eligible program participants are all budgeted state agencies contained within the General Appropriation and Ancillary Appropriations Acts. Agencies should contact State Purchasing to determine eligibility for this program.
