Consolidated Network Access (CNA)
The Consolidated Network Access (CNA) Line of Service is the "on ramp" onto OTM's network. This line of service is used for physical and logical access to the network. Customers use CNA service to obtain OTM Internet and/or OTM MPLS Intrastate Transport (MIT) service. There are currently two types of access.
Shared Frame Relay Access will be used by customers that have existing Frame Relay networks. OTM maintains Shared Frame Relay host circuits at all of its points of presence throughout the state. Agencies utilizing Shared Frame Relay Access will have a Private Virtual Circuit that will allow them access to OTM's network via OTM's host circuit.
Local Ethernet Access will be used by customers that are either co-located with OTM or provide their own Metro Ethernet circuit into an OTM point of presence.
Although OTM network services are designed to operate 24 hours a day, 365 days a year, OTM does not guarantee, certify, or warrant as to quality of service or that operation of the network will be without interruption or error.
At times it is necessary to perform maintenance on network components in order to maintain quality service. OTM strives to perform this maintenance with the least impact on its customers. Click here to view the Network Maintenance policy and schedule.
Who can use this service?CNA services may be requested by:
- any political subdivision of the State of Louisiana, including city and parish government
- private and public educational institutions within the State of Louisiana from kindergarten through university level
- other qualifying institutions as described in the current OTM Administrative Rules and Regulations.
Customers of the CNA service are expected to abide by rules of engagement outlined in the Office of Information Technology's Acceptable Use Policy (IT POL 1-20).

Billing RatesSubscribers pay a monthly CNA service fee based on the speed of their connection. Subscribers will be billed by OTM through the standard billing arrangements for this service. Billing will begin for the first month after the connection is established. MIT may be accessed via the Consolidated Network Access Line of Service.
Local Ethernet Access connections have a flat rate monthly recurring charge of $700.00 per connection.
Monthly recurring charges for Shared Frame Relay Access will be on a "per megabit" basis and can be found in the rate chart below.
How to OrderTo subscribe to CNA services:
- Review the complete description of the CNA service including all applicable terms and conditions. Decide what configuration of services best meets your organization's needs.
- Complete the Enhanced Network Services Access Request form. Send the form to OTM Enhanced Network Services section.
By submitting this request, the subscriber acknowledges having read, understood, and agreed to all the terms and conditions outlined in the access request.
Canceling CNA ServiceAccess to CNA services may be terminated by by sending an email to otm-wan-info@listserv.doa.la.gov. While the request must originate from the agency Telecommunications Coordinator, the cancellation will be scheduled with the listed agency technical contact.
