Mandatory Direct Deposit Information

In an effort to provide Louisiana state employees with information about accounts available from Louisiana financial institutions for compliance with Mandatory Direct Deposit, the following links to two searchable databases are being provided.  

To search for banks in Louisiana: FDIC Institution Directory
On this page select "Banks", then enter one or more criteria required to search on this page (i.e. institution name, zip code; state; city; or all of these), then select "Find".  Click on the bank's name to get more information about the bank, including a link to their website for account information.

To search for credit unions in Louisiana: NCUA Credit Union Data
On this page go to "Research a Credit Union (Find a CU)".  And select "Credit Union Locator".  From there you can search for credit unions by zip code.

NOTICE TO EMPLOYEES

The mandatory direct deposit rule for employees became effective on July 1, 2002.

The rule can be found under Title 4 "Administration" on the Office of State Register's website beginning with chapter 3 on page 19.

On March 19, 2001 the new ISIS HR Payroll system went live. All employees should be using the new Direct Deposit Enrollment Forms (OSUP/F12A and OSUP/F12B) referenced in OSUP Memorandum #2001-45.  These forms can be accessed on the OSUP Forms page.

Submit all forms to your agency's payroll office. Please do not submit Direct Deposit correspondence directly to OSUP.

Office of the Commissioner Memorandum to All State Department Undersecretaries and Elected Officials
This memo, dated September 24, 2002, was sent to all Department Undersecretaries and Elected Officials to notify them of the new format of Direct Deposit Notices (Earnings Statements).


OSUP Memorandum #2003-04: Mandatory Direct Deposit for Employees Effective July 1, 2002
This memo, dated July 2, 2002, was sent to all ISIS HR paid agencies to remind them of the rule governing direct deposit of employee pay that became effective on July 1, 2002.


OSUP Memorandum #2002-40: Mandatory Direct Deposit - Notice of Intent
This memo, dated January 30, 2002, was sent to all ISIS HR paid agencies to notify them of the proposal to adopt a rule governing direct deposit of employee pay, effective July 1, 2002.


OSUP Letter to all ISIS HR Vendors
This letter, dated January 30, 2002, was sent to all ISIS HR Vendors to notify them of the proposal to adopt a rule regarding the direct deposit of vendor payments and the electronic receipt of supporting data, effective July 1, 2002.


OSUP Letter to all ISIS HR Miscellaneous Insurance Vendors
This letter, dated January 30, 2002, was sent to all ISIS HR Miscellaneous Insurance Vendors to notify them of the proposal to adopt a rule regarding the direct deposit of vendor payments and the electronic receipt of supporting data, effective July 1, 2002.


OSUP Memorandum #2001-45: New Direct Deposit Enrollment Authorization Forms (OSUP/F12A and OSUP/F12B)
This memo, dated February 21, 2001, was sent to all UPS agencies to notify them of the new Direct Deposit Enrollment forms to be used in order to comply with Mandatory Direct Deposit.


OSUP Memorandum #2000-54: Mandatory Direct Deposit Update - Agency Responsibility
This memo, dated February 17, 2000, further outlines the agency payroll offices' responsibility and procedures to be followed in order to comply with Mandatory Direct Deposit, e.g. new employees, current employees, waiver forms, noncompliance action.


OSUP Memorandum #2000-43: Mandatory Direct Deposit Noncompliance Report (BL1544-01)
This memo, dated December 22, 1999, was sent to the payroll offices of all UPS agencies along with a copy of the letter that was sent to all employees not enrolled in direct deposit. This memo introduces a new UPS report that will be provided to aid in the monitoring of employee noncompliance with Mandatory Direct Deposit.


OSUP Memorandum #2000-36: Mandatory Direct Deposit
This memo, dated December 9, 1999,was sent to the payroll offices of all UPS agencies in response to the new Mandatory Direct Deposit Policy as set forth by the Commissioner of Administration. This memo outlines the agency payroll offices' responsibility and procedures to be followed in order to comply with Mandatory Direct Deposit.
