How do I access the OTS/NS (formerly OTM)  bill online?
You may access the OTS/NS (formerly OTM) Self Service Portal here. Click the OTS/NS (formerly OTM) Self Service Portal link then enter your login id and password to view the billing reports available for your agency.

How long will the OTM Web Billing site be available?
The OTM Web Billing site will be available until December 2014.  OTM Web Billing will include billing reports for December 2013 through May 2014 only. 

How many months of Self Service Portal billing data will I be able to view on line?
At least six months of billing data will be available on the OTM Self Service Portal, beginning with June 2014.

Who do I contact if I have a problem with the Self Service Portal or OTM Web Billing applications?
Send an email to otmserviceportal@la.gov. Use the Self Service Portal Security Access Form (OTM 26) to report problems.  OTS/NS will respond as soon as possible, not to exceed five business days.

Who do I contact regarding problems with the content of my bill?
Contact otmbilling@la.gov.

What are the formats/options for downloading my bill from the OTS/NS Self Service Portal?
OTS/NS supports and recommends the following formats:

  • PDF Adobe
  • Excel Data Only

Can another agency view my OTS/NS bill online?
No.

Do I need special training or a class to use the OTS/NS Self Service Portal to access and review the bill online?
No special training is needed. Please refer to the OTS/NS-provided user documentation available here​ to walk a user through the steps required to view and download the billing data.

Does OTS/NS offer user training?
Yes. If you would like to attend a training session, contact Laura Root Matherne in the OTS/NS Information and Training Section at 225-342-7725 or email her at laura.matherne@la.gov.

What is a Telecommunications Coordinator (TC)?
A TC is the agency's authorized representative for approving and coordinating telecommunications activities. Agencies request telecommunications coordinator appointments by submitting a Telecommunications Coordinator Appointment/Update​ Form (OTM-11) to the OTS/NS Information and Training Section manager. Do I have to be a TC to access the OTS/NS Self Service Portal to view the bill online?
No, you do not have to be a TC to view agency billing data, but your agency TC must approve your request for access to the OTS/NSSelf Service Portal and to billing reports. Use the Self Service Portal Security Access Form (OTM-26) to request security access to the application. The form must be submitted by your agency TC.

How do I get access to the OTM Self Service Portal bill online?
If you are a TC you may request access to your OTS/NS billing reports on the OTS/NS Self Service Portal for yourself or other users at your agency. Use the Self Service Portal Security Access Form (OTM-26) to request access.

How can I stop receiving my printed OTS/NS bill and get access to the bill on the OTS/NS Self Service Portal?
Please contact otmbilling@la.gov to discontinue the printed bill. Use the Self Service Portal Security Access Form (OTM-26) to request access to the OTS/NS Self Service Portal.

When a TC leaves an agency, how is access to the OTS/NS Self Service Portal removed?
Submit a Telecommunications Coordinator Appointment/Update Form (OTM-11) to Laura Root Matherne to remove the TC from the TC database and from online billing. She will notify the OTS/NS Self Service Portal administrator to delete the user from the OTS/NS Self Service Portal data base.

How can I delete a user previously assigned permissions to view OTS/NS billing reports on the OTS/NS Self Service Portal?
An agency TC must approve a request to delete a user from the OTS/NS Self Service Portal. Submit the Self Service Portal Security Access Form (OTM-26) to otmserviceportal@la.gov to request the deletion of users.

How can I view new OTS/NS general ledger numbers/accounting unit numbers added by OTS/NS?
Submit these requests to otmbilling@la.gov.  When requesting additions to OTS/NS general ledger numbers/accounting unit numbers, please include all users who should have access to the numbers.
