The Office of State Procurement (OSP) serves the people of Louisiana by ensuring that the state’s purchasing and contracting activities, including Requests for Proposals (RFPs), competitive bids, and professional service contracts, are conducted legally, fairly, and efficiently.
As the State’s central procurement authority, OSP manages the procurement of equipment, goods, supplies, operating services, and major repairs for state agencies. The office researches, develops, and issues both statewide and agency‑specific contracts, and competitively bids items not covered by annual contracts. In all purchasing activities, OSP works to reduce costs by leveraging the state’s collective purchasing power to secure the best pricing for agencies of every size.
OSP also administers the full RFP lifecycle for complex, high‑value, or specialized procurements. This includes developing solicitation documents, facilitating evaluations, ensuring statutory compliance, and issuing awards that align with agency missions and statewide priorities.
With a dual mission of regulatory oversight and customer service, OSP ensures that competition is full, fair, and forthright; that agencies follow procurement law and best practices; and that contractors and agencies fulfill their contractual obligations. By providing professional procurement services, including RFP development, statewide contracts, cooperative purchasing, and policy guidance, OSP enables agencies to focus on their core missions while ensuring Louisiana businesses have access to transparent, competitive opportunities.

Procurement Agency Liaison (PAL) Program
The Procurement Agency Liaison (PAL) Program is an initiative of the Office of State Procurement (OSP) designed to strengthen partnerships with state agencies and enhance the effectiveness, consistency, and efficiency of statewide procurement operations. Through dedicated liaisons, the program provides agencies with hands-on support, improved communication, and a streamlined connection to OSP.

OSP will conduct quarterly interactive training sessions via Microsoft Teams to help Agency Users enhance their understanding and use of the LESA system. Upcoming training dates will be announced and posted as they become available. Additional LESA training materials including help scripts on how to create a Sourcing Request and how to submit it to OSP are available on our RFP page.

The Office of State Procurement (OSP) is excited to announce that we have partnered with Procurated, a supplier/vendor rating and review site that is specifically for public procurement.
Using this tool will help us to gather feedback and better understand how our current suppliers are performing on our state contracts. It will also assist your agency in finding suppliers. Monitoring reviews will help OSP to identify any issues with supplier performance, so we can help mitigate ongoing matters before they become major problems.
To contribute your voice to this initiative, please take a few moments to join the program and complete your first supplier review. Access is completely FREE for any government agency. All you will need is a government-issued email address to set up an account. This ensures that only government personnel are utilizing the site.
