               Procurement Training & Certification Program

Welcome to the Office of State Procurement (OSP) Training Center website.  The OSP has been providing formalized training for its own staff, agency personnel and vendors for years. However, OSP’s objective is to enhance their current staff training program to include a certification process at the Basic, Intermediate and Advanced levels. By participating in the training program OSP staff will gain knowledge, skills, or competencies to improve their procurement skills while enhancing their understanding and utilization of the procurement code, regulations and procurement policies, along with expertise in use of other business tools, techniques, and skills in support of their purchasing and contracting activities.

In order to uphold public confidence in the impartial integrity of the State’s procurement efforts, ensure continued customer service improvement, provide for appropriate procurement terms and conditions and competitive pricing for all awards and pricing agreements, the program will cover the full procurement cycle; resources, methods, evaluating, contract administration, compliance, small purchase requirements, as well as many other purchasing and contracting guidelines needed for a successful procurement such as ethics, communication skills, etc.

The certification process will document a required level of education and experience and demonstrate an established level of knowledge necessary to competently perform a specific job or task. Evidence of success within the program may be used to determine movement through the career progression group (CPG) and other career advancement opportunities within the OSP as the program strategically develops talent while building confidence and ownership in employees.

In addition, our training program for the below will be broadened or enhanced:
  • agency partners with involvement in the procurement process on behalf of their agency either through the use of the state’s LaCarte Card Program or through delegated purchasing; or contracting authority from the State’s Chief Procurement Officer, along with exempt agencies governed by the Procurement Code, and
  • vendor partners who desire to or are already conducting business with the state, and

For staff and agency personnel involved in the purchasing or contracting processes, the curriculum will be targeted to cover the full procurement cycle as well as other purchasing and contracting guidelines needed for a successful procurement. Training for vendors will include vendor performance expectations, bid and proposal submittal guidelines and other pertinent information associated with conducting business with the state. The curriculum for local governmental entities will include specific topics of interest to them regarding use of statewide cooperative contracts and use of the state’s search tool for state contract items, Louisiana’s Electronic Catalog (LA eCat).
